Why I can not remove the default SNMP Community string 'Public' ?

hi,

I have a dozen of servers (win 2k/2k3) which managed by network management
team. I addedd a new community string name: Services MMC --> snmp service
properties --> under 'Traps' tab, I add a new community name and remove the
default 'public' --> apply and ok

But when I logoff and logon server again, the 'public' community name still
there ...(of course, the new string also there). Anyone have this experience
and instruct me how to remove the default snmp string 'public' ? BTW, I also
tried remove all the registry keys under snmp parameter, it is the same
result.
