Why Error Message "DDERR_CANT CREATE DC"

I am using ASUS MotherBoard A7V266-MX-UAYZ which has the chipset "VIA
KM266", "VIA VT8235 CE". My processor is Athlon XP 2400+ .
I am using Windows 98 SE as the operating system. My Directx Version is 9.0

The 'Control Panel->System Properties->Device Manager->Display
adapters' shows that my Display adapter is "VIA/S3G KM400/KN400"

Now the problem is that when I try to run some Games (like 'Project IGI'
etc...) a Directx error message: DDERR_CANTCREATEDC is given by the system,
and the games does not run.
What can I do to get rid of this problem ?

P.S. I have also noticed that "Directx Diagnostic Tool" shows the following
message : in 'Display' tab it says "The file vtdisp.drv is not digitally
signed....." and in 'Sound1' tab it says "The file smwdm.sys is not
digitally signed....." - is it a problem ?

Thanks for all of yours help, but the actual problem is that :
When I install the Display Driver using the supplied CD with the motherboard
(written KM266
Display Driver) then I face the following problem :
The Installation process can not find automatically the files "viagfxk.cat"
& "gtf.dll" - which I have to locate manually from the CD in a different
directory.
Thereafter the 'Control Panel->System Properties->Device Manager->Display
adapters' shows "VIA/S3G KM400/KN400 (NOT KM 266 - which is the number of
the chipset) !
Then I see there are always TWO entries for monitors ( named "Default
Monitor" each) in 'System Properties->Device Manager->Monitors' . It is
obviously not expected since I have only ONE monitor. If I delete one
occurrence of the "Default monitor" and reboot the system - windows
automatically detects another occurrence of monitor ! If I remove all the
occurrences of Monitors in 'System Properties->Device Manager' and reboot
the
system then windows automatically detects both occurrences of monitors !

I tried the 'Display Driver' downloaded from Asus website:
http://www.asus.com.tw/support/download/download.aspx . But it has the
same problem as described above !

Is it a problem of the hardware or a problem of the 'Display Driver' ( which
has the above problem during installation) ?
How can I fix it ?

Drivers showing up as unsigned means they haven't passed "WHQL"
certification to operate on a certain operating system. "WHQL" is an
internal Microsoft group that tests drivers for certification. This is
sometimes a lengthy process and not being certified doesn't mean the
driver(s) don't work. They just are not confirmed to meet all the criteria
yet. So if you are not having trouble you should be ok. You should always
visit windows update page to get new drivers and fixes.
The problem with the error is usually driver related, have you visited
windows or S3 for driver updates? S3 was actually purchased by another
company a couple years ago, so getting their driver may be difficult.
Windows update may have one for you to try, otherwise you will need to
search the net for a newer driver.
VIA motherboard chipsets also have updates to fix problems, you should
visit www.viaarena.com to see if they have a new bios for your board. This
usually contains video related files that may solve the problem for you.
Asus also has a good website for bios updates on the motherboard.
Did your games work prior to updating to DX9?
If you still have problems, post the complete dxdiag information here
This may help us determine the problem.
