Why dont the buttons or banner show when I am using templates?

Are the buttons and Banner meant to show on the page when you use a template?
I am trying to use the templates within FrontPage 2003, and the only thing
that changes are the backgrounds.

The Buttons and banners are only visible if you apply a navigation view and nav bars or banners
