why doesn't my hotmail account work in outlook?

it staes that i can use my hotmail account but when sending/receiving i get a
erro that states I must sign up for an account. Why? Hotmail is free

I'd suggest asking in a newsgroup related to Outlook.

This newsgroup is for questions about Access, the database product that's
part of Office Professional.

Hotmail did offer this. You had to set it up as an HTTP type of account.
However, I think I received a message from Hotmail saying they were
discontinuing this but would grandfather those of us who already had it set
up.

As Doug said, this isn't the place to ask this, try the Hotmail newsgroup.

Wayne, you are correct.

If you did not have an account before they made the change you CANNOT
get an account to access from outlook now.
