Why does Windows Explorer change the Display View Automatically

I've noticed this, more so if there is an image, audio, or video file in the
directory, where Vista likes to automatically change the default view for the
folder to Large Icons even though it was universally set for the entire
computer (Tools -> Folder Options -> View -> Apply to Folders).

I would like it to retain a similar setup to XP where ALL folders,
regardless of what they have on it, are in Details display view, with Name,
Size, Type and Date Modified. I set it that way for all folders but it still
does not replicate for folders of the above type...

Could you please tell me how to set the default to the Details display view,
with Name, Size, and Comment for all folders? Or actually, even for some
folders permanently would be great. It is really annoying and time consuming
to always have to go in and make changes each time I want to open a document
(our organization needs to read the Comments before selecting files). Where
is the file path that you mentioned: Tools -> Folder Options -> View -> Apply
to Folders? Thanks!
