Why does the new message cursor start in the body instead of To:?

Outlook 2007
When creating a new messge, the cursor jumps to the body of the message
rather than going to the To: field. How can I get it to default to the To:
field?

I have this same problem on several computers, but in Outlook 2003. On one,
it only happens for the first email after Outlook opens. If Word is open
when I create the email, then it works correctly. If I uncheck "Use
Microsoft Word 2003 to edit e-mail message", it works correctly all the time.
But, I need the spelling autocorrect from Word.

In another thread for a seemingly unrelated problem, Russ Valentine suggested
turning off the Outlook Today home page. That solved this problem on ONE of
the computers, but not another one. I am curious whether this solves the
problem for ProCess.
