Why does PerfProc performance counter get disabled?

I am having a problem where Windows XP is spontaneously setting
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\PerfProc\Performance\Disable
Performance Counters to 1.

I understand that Windows does this because it has detected a "problem"
with that performance counter. Does anyone know what could cause
Windows to detect this problem? Is there any way to prevent this from
happening?
