Why does Outlook's message recall feature work sometimes but not all the time?

Basically my users have a problem with message recall. The
problem is sometimes it works but most of the time it
doesn't. Even more frustrating is when they get a
successful recall notification message and then they get a
reply to the message that was supposedly recalled
successfully!

Can anyone give me a straight answer or point me in the
direction of a reliable article on message recall.
www.winnetmag.com has an article that you have to pay for
and Microsoft just explains how to use it.

Message recall is really unreliable. It requires an extremely specific set
of circumstances to operate correctly....I always advise users not to bother
with it. I think it's usually more embarrassing to have the recipient see
the "user X would like to recall..." message.

the client needs to support message recall and some clients give the user
the option to accept the recall or not.
