Why does outlook start then fail with server error?

My outlook2003 just started having a problem. When I start it, it fails,
with a message saying that the program is unable to open the Outlook window,
that the set of folders could not be opened, and that the server is not
available. This is my home computer, and all the email accounts that are in
outlook are from my ISP, not a server. My internet connection is fine, if
that matters, as I am still able to view my email via the web interface.
Could it be that my outlook file somehow got corrupted? If so, how can I fix
this? Thanks in advance.

An update to the situation:
When I go into Control Panel (in XP) and go into Mail settings from there,
then into Data Settings, when I try to view the settings for my default mail
directory, I get an error box that reads: jAn unknown error occurred, error
code: 0x80040600

Is this an indication that my pst is corrupt? Is there any way to recover?
If so, how? If not, how do I go about establishing a new pst and having
outlook recognize it?
