why does Outlook say "The Set of Folders Cannot be opened"

When opening Microsoft Office Outlook 2003, I get an error message reads:
"Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened"

How do I rectify this?

Go to the control panel on your computer. Double click the mail icon. You
should see a data file button. Click this, the next window will show an add
button. Add a pst and follow the steps. Once this is done you should be
able to open Outlook with no problem. (If there is a pst listed there before
you add a new one, you can remove it)
