Why does my header take up over half a page

Sometimes when using WORD 2007 to create a watermark in a document it will
create a header that takes up most of the page. when I try to adjust the size
of the header using the ruler bar it will allow me to adjust it to about 1/3
of the page then if I continue to try to reduce the size it snaps to the
bottom just below the footer. When this happens I have removed the header but
it has no inpact on the size of the header. The only remedy seems to be that
I start all over from scratch. When I do that it works the way it is supposed
to and I don't have a problem with it. What am I doing that causes WORD 2007
to that?

I haven't encountered this but since the Header margin controls where the
header starts from the edge of the page it might be the Top margin that is
being altered. If it happens again, on the Page Layout tab, click the dialog
box launcher in the Page Setup group and check the Top margin..

I posted a similar question yesterday and DeanH told me to check the Page
Setup | Vertical Alignment to make sure it was aligned at Top instead of
Center. You might want to check that.
