Why does document in outline6 level lose it on saving?

Using Word from Office 2007 I work on documents in outline level 6, shutting
some parts down to (say) 3, others open to 7 or all levels. When I save all
this structure has to be laboriously restored on reloading. This didn't
happen in some earlier versions of Word. How can I save the structure?

Are these numbered outlines? To set up their formatting, see

On the other hand, if you are trying to preserve the state of collapsed and
expanded levels in Outline view, I think you are out of luck. The setting
will be preserved if, within a Word session, you switch to another view, and
then back to Outline view, but it will not if you save and close the
document.
