Why do rules not allow forwarding of mail to external accounts?

Hello,

I am trying to set up a rule to forward all of my email to an external email
address. I have set up the rule as follows:
Apply this rule after the message arrives
where my name is in the To or Cc box
forward it to (the external email address is here, selected from my list of
contacts).

I get no errors and I have double-checked the rule set-up, but no mail is
forwarded on. I have tried this before with several different external email
addresses and it has always failed. The only time it works is when I pick an
address of a colleague on the same MS Exchange (i.e. in the global address
list).

Could somebody explain why this rule fails to work and what I can do to get
this to work?

The admin is blocking forwarding outside the server for security reasons.
This is a setting on Exchange. It doesn't error, it just doesn't work.
