why can't i view jpg attachments with my email?

when i receive emails with jpg attachments, when I try to open the
attachment, it tries to open with microsoft word, and then I get this file
conversion pop up asking me about western europe. I can't view the pictures.
How can I fix this.

When you double click on JPG files on your hard drive (outside of Outlook),
what happens?
