Hi there. i am unable to open email attachments, including .doc, .pdf, etc.
This is only happening in my hotmail account (therefore not a software
security issue)

Rather than asking in this .NET programming discussion group, you should
seek help from Hotmail technical support, or from the publisher of whatever
email client you might be using.
