why cant I forward emails in outlook 2003 SP2?

Help,
I cant forward or reply to emails (HTML or text) i recieve but I can send a
new email or cut and paste from received emails into a new email.
I am using Office 2003 SP2 (11.6568.6568) with all available updates
installed, and XP proffessional V2002 SP2.

what happens when you try?

The message makes it to the outbox and the send/receive completes without any
errors, but the message stays in the outbox and isnt transmitted. The header
text in the outbox will change quickly from bold italic to bold normal.

Mail is via POP3/SMTP account, I also have a local exchange server account &
have tried this to a local recipient with the same result.
