Why can I not receive mail in Outlook?

Suddenly, Outlook 2003 stopped receiving email. I get a send/receive error
that the pop3 and pop8 servers cannot connect. How do I fix this? I can
still send mail using the programme.

The error says 'can not connect'?

I would double check the pop server names in the account settings.

Tools-->EMail Accounts-->View/Change existing accounts.
Select the account and the change button to view the settings.

Is the pop server still correct according to your ISP's documentation?
