why can i not open Microsoft Access 97 of any access file?

I added security to an existing databade. the computer i
used had access 97. i added a pasword security to one of
all databases. and now when i want to start a access 97, i
get the following error message:
" Microsoft access can not loaded, because on this
computer no userright is found"

of something like that, because i get message in dutch.

i did every thing like:
- i uninstall all of microsoft office 97 and i cleaned de
registry. but when i install de office 97 and want to open
de access database i get that error.

please who can help me to open access 97 database?
