Who generates the Invalid Username/Password Error message?

At times, I get an error message "Invalid Username/Password" during the
login process to my Dialup ISP. Within minutes, on a second or third
attempt, the login is successful, with the same Username and Password which
was found invalid earlier. This has happened several times.
Is this a faulty response by the I S P Server or O E? Is it because the
Server is busy and not responding in a pre-specified time? Or what else
could be the reason? Why can't the response be factual, saying Server busy
or Server down for maintenance?
Since this faulty feedback leads to unnecessary panic and anxiety of being
hacked, leading even to an unwarranted change of password, I would
appreciate Microsoft throwing some light on the likely causes of this
response so that if the I SP Server is responsible for the faulty response,
I could take up the matter with them..

Generate a log of the conversation with the mail server. In OE, Tools - Options - Maintenance - and look at the bottom. It does say server is down if the server is down. POP3 mail conversation is semi english like.

Here is a sucessful conversation. The log file is called pop3.log and is with your OE mail store files (something like
C:\Documents and Settings\David Candy\Local Settings\Application Data\Identities\{EEEEEE-C885-46A5-975E-94A4A1F8C788}\Microsoft\Outlook Express).

It seems to me that there are still bugs in the networking facilities in ALL
Windows platforms. And, they are invoked by making any changes to Internet
Options / Connections / and "User Accounts." ...and OK'ing your way out.

i.e. when you make any changes to ANY network connections' properties and OK
your way out, you can no longer connect to your ISP (...you'll get "Invalid
user account name or password on the domain" EVERY TIME), ..until you
re-enter your password.

I agree.

Would that indirectly imply that the message is generated by O E? In nay
case, it appears inside the Dialup Networking box. So DUN becomes the
suspect culprit.
My question as to who is generating the message still remains unanswered.

If the message is generated by O E, why doesn't it respond saying "Server
not responding" or "Time out" instead of misleading?

I would appreciate if you would clarify if this is your personal view, and I
grant that you may be highly knowledgeable on XP, or if this is a response
of an official Microsoft moderator or representative because I intend to
forward it to my I S P accordingly.

It is irritating, especially if all I want to do is change the dialup
access number like I have to do tonite when I get home. Oh well.
