Where is the IIS NNTP Server?

IIS 5 is supposed to include an NNTP news server and I don't see it
listed when using Management Console nor when attempting to
Add or Remove New Programs.

I found a KnowledgeBase article [1] but the suggested work-around
does not seem to function. Does anybody run an NNTP server that
can discuss NNTP server issues with me?
