Where has my format menu gone?

In word (Mirosoft Office Word 2003) there are the menus up the top eg. file,
tools, table,insert, view, edit, help and I have somehow deleted my format
one I think because it has completely gone so I can put a border around my
page or anything. Why is it gone and how do I get it back???

I did what it told me to do ( go into run and type winwird.exe /a) and it
worked but when I get out of word and open it again it goes away again. How
do I get the settings to stay?

Try one of the other methods suggested in the article.

Choose Tools - Customize - Toolbars tab. Under Toolbars:, click on Menu Bar.
Then click the Reset button.
