Hello David,
Gpupdate is built into Windows XP and Windows 2003 server. Gpupdate replaces
secedit for Windows 2000 as the way to dynamically reapply your polices.

On XP or 2003 go to Start\Run and type in Gpupdate /force

By default, Group Policy settings are refreshed on domain controllers every
five minutes.
To force the policy settings to be refreshed on Windows 2000 or later OS
immediately, use the command Gpupdate.

Gpupdate refreshes local and Active Directory based Group Policy settings,
including security settings.
This command supersedes the now obsolete /refreshpolicy option for the
secedit command.

Syntax
gpupdate [/target:{computer|user}] [/force] [/wait:value] [/logoff] [/boot]
