Well the most userfriendly and still very powerful is Serendipity
http://www.s9y.org/ About the plugins you install them through a menu
system, directly from their server. What I especially like is there are
some wicked plugins availble which let you run 3rd party software. You
can wrap them in. I suggest you use PunBB www.punbb.org very fast and
fits perfectly even in 3 column setup - a wrap_url extention take care
of integration. With some color changes it looks like part of blog. You
could get a pre-modded version from Punbb mod-forum, punbb is basic per
default. Depend on your needs. SMF is most featurerich out of box.
There is no common registration integration with blog itself - for such
things you need CMS. A really good one and very easy to use is MKPortal
www.mkportal.it Has perfect integration of SMF (best free forum) vb,
Ipb, phpbb. If you want forum for serious use you need that. MKPortal
lets each user keep own integrated mini-blog btw. Would you really
prefer blog then check out Wordpress or Nucleus - they have tons of
plugins, I suppoes also for forums? But they do not come close to
Serendipity in some areas "normal" user will find important. Visuals,
ease of use, options which doesnt require too much messing about with
php files. Certainly no lack of features or depth in plugins - check
their spam plugin! Feels like a Firefox vs. IE situation to me when I
compare this to for example Wordpress but different packages,
Serenditpity comes with much installed allready, almost 2mb - latest
beta of new version is 2.6mb. What I also like is their little forum,
easy to find answers, very active head programmer - every day. Counts a
lot, all need help.

Check them out here http://www.opensourcecms.com/ log in as user and
adm, see what it looks like. Not like chosing candy but you get first
impression. You really need to test each software for some days, might
miss the best option cause of initial less important annoyance. In
Serendipity demo click "Configure plugin" then you see why it is cool.
Notice you can move blocks up and down, hide etc. cms/portal features
:)

Btw, a simular approach to ease of use you find in Xoops www.xoops.org
does same thing with plugins, click and install/uninstall. Might be
best solution actually, check out their blog modules like the one for
Wordpress. Xoops comes with its own standard forum but there is a much
more advanced available, fully integrated. If you plan to base site on
permissions of many members/users/usergroups go Xoops for sure. Latest
version is very strong with this.
