It sounds like you're looking at a workbook named Personal.xls (in xl2003 and
below).
Lots of people use a file with this name and store it in their XLStart folder.
This file usually contains macros that people want available whenever excel is
open.
But most people have this workbook hidden.
If you want that workbook and its macros always available, you can hide it via:
Activate that personal.xls workbook
window|hide
Close excel--but answer yes to the "wanna save" prompt.
Then reopen excel. The personal.xls workbook will be open, but hidden. And
you'll be able to run any macros in that workbook via the tools|macro|macros
dialog.

But if you don't want or need that personal.xls workbook, you can close excel
and use windows search to look for XLStart (or personal.xls) and delete the file
(not the folder!).
