I am trying to run an install program (MSI based) and it says I need
administrator privs to install this program but this account I am using is
an administrators account with full administrators privs.

I am using XP Home.

I can't really offer a solution. I has a game a few months
back that told me the same thing. I called the support
group for the game and told them what the message was
saying and they told me that I didn't have administrator
rights or it would install. Well, I did have administator
rights and had done many things that required administrator
rights without any problems but I never did get it to
install because of that issue. I took it back for a full
refund.

Sounds like a problem with Microsoft Installer program which is
required for MSI files.

In Explorer, Folder Options File types, look for MSI and Edit
properties:

Action: &Install
Application: "C:\WINDOWS\System32\msiexec.exe" /i "%1" %*

Use DDE: Yes
Application: msiexec.exe
Topic: System
