Is there a way to allow Domain user to have the ability to configure an IP address in circumstances without giving the users full access to the computer. Can I give them access to the registry setting for the network?
If so what are they?

You might get something to work using a RunAs solution for e.g. the command

control.exe ncpa.cpl


Some Runas wrapper utilities or alternatives that might help you:
