What permissions needed to restart service

What permissions does a user need or gpo setting/local policy setting that
needs to be applied so that they can restart services? such as apache.

Oh sorry, of they need to restart, they need stop service and start service on
the service.

How about just adding them to the Server Operators Group. Normally found in
the "Builtin" folder under the Domain Name in the AD Tree.

Certainly would work but is like giving a 9 mm to someone asking for a squirt
gun. It gives far more permission than simply restart of some services.

.... and you can modify the permissions on the services by creating a Group
Policy template, importing it and applying it. You can do the first by
running MMC and adding the Security Templates snap-in, and you can do the
second two by adding the Security Configuration and Analysis snap-in, or on
Windows 2000 by running the SECEDIT command. Run the command to get help on
using the command.
