What is TWEAKUI.cpl and whay this error on boot

When i now boot my machine i get a small grey box
informaing me that:

Error loading TWEAKUI.CPL
The specific module could not be found.

My options are to click 'OK'.

Can anyone tell me if i need TweakUI.CPL and if so how to
fix this annoying problem. My system details are below:

XP Pro
2.5Gh Athlon
512 PC2700 Mem

You need to properly uninstall version 1.33 (Line 35)
