what is going on

I am trying to reformat a report where I am changing bullets and
underlining topic heading and office XP is going nuts.

When A try changing a bullet from a) to 4.1.1 it refuse to start at
4.1.1. It wants to start a 3 even when I change it to start a 1.

Rest of bullets b-s only get change to 4.1.1 period.

The other thing I try doing is bold and underline a topic and it does it
for every line in the report, not the item that is highlighted.

What I want is:
tab4.1. text: (bold/underline)
tabtab 4.1.1 text
tabtab 4.1.2 text
tab4.2. text: (bold/underline)
tabtab 4.2.1 text(bold/underline)
tabtab 4.2.2 text
tab4.3. text: (bold/underline)
tabtab 4.3.1 text
tabtab 4.3.2 text
5. text: (bold/underline)
tab5.1. text: (bold/underline)
tabtab 5.1.1 text
tabtab 5.1.2 text
tab5.2. text: (bold/underline)
tabtab 5.2.1 text(bold/underline)
tabtab 5.2.2 text
tab5.3. text: (bold/underline)
tabtab 5.3.1 text
tabtab 5.3.2 text

The other things is when I reset par and add A) it again changes the
whole doc when I change the start point. When I click the undo change,
the whole report is change back to were it was before I made the change
and what I was trying to reset is now correct. Geee!!!! that is wrong.
