You may need to do some of your troubleshooting in Windows Safe Mode (if you have a tough time bringing up a normal Windows).
Press F8-Function key (and repeat tapping it) when your pc is first booting up.

C2.lop is evil, evil spyware. You didn't mention what program you are
using to remove spyware, but I recommend Spybot Search & Destroy
(www.security.kolla.de) and Ad-aware (www.lavasoftusa.com). Be sure to
update these programs before running, and it is a good idea to do
virus/spyware scans in Safe Mode. It is particularly important to
update Spybot because in the past there were problems with the program
freezing when it got to scanning for Lop if Lop was on your system.

When using Spybot Search and Destroy you will see the C2.lop
files in the status bar. I have seen some computers that seem to
freeze while scanning for these files. My experience is that the
computer is not locked up, as the scan proceeds, although slowly.
Once it gets past the variations of C2.lop the scan picks up
speed again.

Try running the scan again and let it run for a while to see if
it gets past the slowdown. Do it at a time (in the evening?) when
you don't need to use the PC for other things!

To deal with issues caused by any sort of "adware" and/or
"spyware,"such as Gator, Comet Cursors, Xupiter, Bonzai Buddy, or
KaZaA, and their remnants, that you've deliberately (but without
understanding the consequences) installed, two products that are
quite effective (at finding and removing this type of scumware) are
Ad-Aware from www.lavasoft.de and SpyBot Search & Destroy from
www.safer-networking.org/. Both have free versions. It's even
possible to use SpyBot Search & Destroy to "immunize" your system
against most future intrusions. I use both and generally perform
manual scans every week or so to clean out cookies, etc.

Additionally, Look in the C:\Documents and Settings\All
Users\Start Menu\Programs\Start Up and C:\Documents and
Settings\username\Start Menu\Programs\Start Up folders, and in the
system registry, primarily in the
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run and
HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run keys.
