Yes they are "official". They will be registered in Windows Update history
as an "Update for Windows". Additionally, you can uninstall them. Down the
road, the files included in this update may be superseded by a new update,
of course. See the Knowledge Base (KB) Articles referenced for more
information regarding the updates, and what files are involved.
As an an aside, Microsoft creates and releases hotfixes on a regular basis
for very specific customer scenarios or for OEM-shipped machines (and it's
standard policy that all hotfixes are rolled into the next service pack
release). Quoting Nick White, from here:

However, for example, KB938979 is a "compatibility and reliability update",
and not described as a "hotfix". Hotfix updates are descibed as such in
Windows Update history. I've installed KB938979 without noticing any
negative effects on my computer. I haven't done the other one yet. Like I
said, the updates may well become available on Windows Update. Dunno
really, though, whether they will or not.

What happened with the two "Vista Performance Patches" (or similar)
expected for yesterday?
I read somewhere in this group that two patches related to performance
and bugs were scheduled for release in August's Patch Tuesday, but I
didn't detected them when I downloaded the security patches yesterday.
Is there any hope to have them soon?
