what group policy disables/enables 'places bar' customization ?

I have a problem related to the Places Bar in the Save/Open dialog.
Tweak UI program installed on all domain users does not allow to change any
shortcust there, basically it does not display even this option under
CommonDialogs branch. After some investigation I have figured it out.
Access is denied while PowerToys program is trying to create a key :

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\comdlg
32\PlacesBar

Both the "comdlg32" key and "PlacesBar" sub key are missing. Some Group
Policy is apparently restricting the access to the former registry key and
from showing all the options in Tweak UI.

I tried to look in group policy editor, but only thing I found was the
option to customize the places bar but not anything to grant or revoke
right to do it. I do not want to change all users places bar shortcuts, but
leave them right to do it when they want. Does anyone know how to do it? Am
I missing something in group policy editor?

What is the setting in group policy set to. Not Configured? And has anyone
EVER played with the settings in Group Policy?
Group Policy is funny. You cannot Enable, then Not Configured. You have to
Enable, Disable, then Not Configured to set it to be Not Configured.
Even if the item says Not Configured, if you don't do the above sequence,
there still indicates a configuration in the Registry.
