WEP install help needed

When I attempted to install WEP which was designed for windows 3.1, I got
the following error:
16 bit Windows Subsystem - this is the error header

C:\WINDOWS\SYSTEM\AUTOEXEC.NT.The system file is not suitable for running
MS-DOS and Microsoft Windows applications. Choose 'close' to terminate the
application.

My question is what do I need to do to setup WEP?
I have tried right clicking setup.exe and run as windows 98 etc but I always
get the above error msg. Please help me. Thanks in advance.
