Welcome Screen Does Not Appear

I am trying to configure my XP Home SP1 machine to use the
Welcome Screen. I have made myself an administrator with
password and set up an account called "User 01" with no
password. A "guest" account with no password is also
configured. I have checked "use welcome screen" in control
panel. I have checked the knowledge base and made sure my pc
is using "msgina". My logontype in the registry reads
"reg_dword 0x00000001 (1)"

Still the Welcome Screen does not appear when I start the
pc. The pc boots directly to the admin account. If I
manually log off I do get the Welcome Screen screen with the
different users.
