Welcome Center - can't get rid of it (checkbox is missing!)

Dear all,

I a, used to using Windows Vista, but with a new computer purchased this
morning, there is no "start-up" check-box at the bottom left of the pane to
deselect! It's driving all the new users mad!

This seems an odd bug/corruption but everything else is working smoothly so
i'll be dammed if i have to re-install windows just to get a check-box and
remove this Welcome Centre every time somebody logs in!

Any advice / registry change needed would be extremely gratefully received,

The check box never appears the first time the PC is run. Jut close down the
PC and then restart, the checkbox to disable the welcome center screen will
then become visible in the bottom left hand corner.
