weird error

Hi folks,
We have an Exchange 2003 SP1 server on Win 2003 and we use Outlook 2003
clients. I am getting this error:

This message could not be sent. Try sending the message again later, or
contact your network administrator. Error is [0x80070057-00000000-00000000].


It seems to apply to scripted emailing, but we just run the server's
standard software with no custom scripting or anything. Does anyone know why
this might be happening? Thanks!

If the receiving mail server is busy, and if you have your mail server
configured to retry e-mails, how long is it before your mail server gives up
trying to establish a session with the receiving mail server? It looks like
your mail server keep retrying to send an e-mail, the receiving mail server
was unreachable, busy, or down, and eventually your mail server gave up
after some max number of retries.
 
I am honestly not sure how long my server tries to send the message. Is there
a place I can check? Thanks Vanguard! It seems to happen when applying to
certain people too.
