web video not working, port opening?

I am attempting to run a webcam on XP Home Edition. I am
trying to use EarthcamTV as the host. It is a java based
web application. The broadcaster shows my image, but the
webpage does not. Their help page says this may be due to
the XP firewall, and that I should open the proper port.
Is there a step by step page available for opening or
allowing specific ports? or is there another way to get
webcam video to the internet?

step by step intructions if you type webcam in the help
