It's pretty well known that scrolling is broken in the version of
mshtml.dll
which shipped as part of MS03-048 / KB824145 in November:

Like a lot of people, I circumvented the problem by backing off to the
prior version of mshtml, waiting to see if the next release of mshtml
would be fixed.
The good the latest fix seems to fix the scrolling problem.
The bad the latest fix is broken in new ways.
Example:
Because of vision problems, my IE settings are set to
General => Colors => background=grey, don't use Windows colors,
and
General => Accessibility => Ignore colors specified on web pages.
After the latest fix (MS04-004 / KB832894), these settings are
ignored.
I confirmed this by uninstalling and re-installing the fix several
times,
and this bug is consistent and reproducible.
The bug disappears when I revert to the pre-November mshtml.
