Want to generate the SAME timestamp for ALL the files in a folder
(subdirectory)
Analogous to the way Microsoft used to define versions for MS-DOS.

I have: Windows XP Home Edition &Microsoft Office 2002.

I have a number of various files (Word, Excel, Wordpad, Visio, etc.) in a
software development folder (subdirectory).

For example
Tom.doc 05-01-1990
Susan.txt 05-01-1990
Sales.xls 05-01-1990
Pix.bmp 05-01-1990
Package.zip 05-01-1990

This tells one that the version is 5.1.

How can I duplicate this function in XP?

I'll type command in the Run box (to get 16-bit MS-DOS program)
Next?

Note: I don't have the MS-DOS utility anymore.

There is a large number of free "touch" utilities available to
do this job, e.g. from here: http://pobox.com/~stevemil. And
by the way: "command.com" is a legacy command processor.
Don't use it - use cmd.exe instead!
