W2K3 Term Server on DC

We're planning on migrating our W2K servers to W2K3 and wanted to know if
there was a problem with our W2K3 Primary domain controller also running
Terminal Services and Terminal Services Licensing Server so we could free up
the current W2K Terminal Server for other uses.

Technically, yes it's possible, but not advisable.

TS is a multi-user workstation, which is possibly the worst choice of roles
to mix with a DC, SQL Server or Exchange Server.

The best setup for TS is a dedicated computer, which is a member server, and
can be anything from a workstation class single CPU machine, to a dual-cpu
server class machine with hardware RAID, hot-plug SCSI Drives.... (depending
on what apps and how many users you need to support)
