w2k3 Fax issue within coming and outgoing faxes at the same time

We are using the inbuilt fax agent with MS Server 2003. We have two modems
configured, one incoming and one outgoing. However when a fax is sent any
incoming faxes at the time are stopped. Why is this happening?
Otherwise we ar having no problems with it.

Do you have two separate phone lines one attached to each of the modems? If
so, Fax Service should be capable of carrying out fax transmissions on both
the devices simultaneously.

Well,
you might have a hardware conflict for example and IRQ conflict.
They are rare nowadays - but still in some rare cases possible.
