W2K w/ SP4 not registering

Workstations running W2000 workstation w/ SP4 are not
dynamically registering with my DNS servers Forward
Lookup Zone. They are registering on the Reverse Lookup
Zone.

I've tested workstations on SP2 and they are fine.
Remove their entries out of DNS, upgrade to SP4 and they
never come back. Event Viewer on workstation gives
dnsapi 11151 error with information indicating that
possibly: ipconfig /registerdns and that a zone transfer
is going on as possible fixes. None of which are true.
I can reproduce at will.

Technet / Knowledge Base show no known problems like this
with SP4. Can anyone confirm this problem?

Is your domain a single label name? (domain vs. domain.com)
This has always been a problem with XP Pro but started with SP4 in Win2k.
