W2K Setup in endless loop

During CD install, I get to the final task section and
after completing Start and Registry during Upgrade the
system reboots and says "Setup is Restarting" The Setup
then starts all over again and repeats this as an endless loop.

I am thinking of reinstalling 98 but don't know how to
because the computer just continues thru the loop.

There maybe a hardware compatibility issue. To install windows 98 u can go to bios first boot to a. plug in a win 98 book disk and format..etc start setup from there.
