VPN setup between peer to peer...

Here is my scenerio...

There are 2 different peer to peer networks in 2 different locations,
and I'm
wondering if it is possbile to set up a VPN connection between the 2
peer to peer
network locations that do not have a server running ?
Is a server required in order to be able to set up a VPN connection ?

I should add that the 2 different peer to peer locations have DSL as
their internet
connection type.
Windows XP is the operating systems of choice here. I've seen the
remote
access software in XP and Win2k but how would one go about setting it up
and
using it. ?

Start--Settings--Network Connections--New Connections Wizard
Next
Setup an Advanced Connection--Next
Accept Incoming Connections--Next
Select no devices and hit next
Allow virtual private connections--Next
Select the account/s to use or add one--Next
Double click "Internet Protocol (TCP/IP)
Specify an ip address range to give out to the vpn caller try 192.168.2.1
192.168.2.2--OK--Next
Finish

Now setup a connection on the other machine to access the VPN
Start--Settings--Network Connections--New Connections Wizard
Next
Connect to the network at my workplace--Next
Virtual Private Network connection--Next
Give it a name--Next
Do Not dial the initial connection--Next
Enter address of the computer you want to connect to--Next
Your use only--Next
Finish

Now try to connect
Enter the username and password.

If it doesn't work, you may not have the right address, a firewall might be
blocking, NAT.....
