vpn issues

Ok I have a customer that has several remote stores and a few of the drop the
vpn,
At the main office
1 t-1 line and 1 dsl line
dual port router
hub
windows 2k server

At each store this is the setup
broadband modem
router
hub
server W2k, setup vpn on this server with sharing
What happens is the customer logs the vpn in and everythign works fine but
then it will just drop the vpn, they can log into the backup vpn (to the dsl
line) and it will work fine for a while then drop. There are about 15 stores
loggin into the main office through vpn, most stores work fine with no
problems at all. Some stores have problems all the time, and have to switch
from the t-1 to the dsl all day long.
I am setting up another user for one store to try and see if it is a user
name issue.
I have replace routers but not modems, is it possible the modem could be
causing the issue? or even the broadband connection? What can I use to test
the broadband issue?
Thanks in advance
