VPN Error 619 Only at the Office - Home OK

In the office when I try to connect to a remote client's VPN I connect then
get the "Verifying username and password..." dialog window then I get an
error box:

Error 619: A connection to the remote computer could not be established, so
the port used for this connection was closed...

At home (or off of the network) I can connect successfully. I have XP Pro
SP2, and am local admin.

Our client sent their VPN settings and my settings are the same with the
exception of ICS. On the screenshot they sent, it as the last 2 boxes
checked:
1. "Establish a dial-up connection whenever a computer on my network
attempts to access the Internet"
2. "Allow other network users to control or disable the shared Internet
connection"

On my client, I have "Internet Connection Sharing has been disabled by the
network administrator"

ICS should not be causing any problems right? If it is the problem, how do I
change the group policy? Any other ideas?

In many cases, VPN error 619 is security settings issue. Also, it is not recommended to VPN on ICS. These search result may help,

Thanks for the reply.
The strange thing is that I am NOT using ICS at the office (group policy) so
why can I connect at home but not at office? Same connect, login, password,
etc. At home I have dialup only, but another consultant has same issue. For
him, he has high speed at his house and can connect.
