Visual Studio 2003 "sees" by default .NET 1.0 or 1.1. Is it possible to use
version 2.x as the default .NET package in development?

No, Visual Studio 2003 was not designed to handle .NET 2.0. There are far
too many changes in the new .NET, including syntax changes that the VS2003
IDE's parser would not recognize (the fancy colors basiclly), so you're
better off using Visual Studio 2005.
