vista32: wscsvc problem

Vista-32 Ultimate, has all current updates.

I need some help fixing the following:

Services:

I don't see Security Center running in services. Is this an error?

Also:

wscsvc service is started, but I can't open the properties: The system
cannot find the file specified.

All of this was fixed by refreshing the DisplayName and Description
settings for the wscsvc key -- so apparently the damage was just cosmetic.
The strings are pulled out of the dll, and not set directly to the registry
value. I used the settings from another machine. It is not very reassuring
that the values became invalid at some point.
