Vista Word 2003 will not read .wps files created MS Works 1998

Recently moved from Windows XP to Vista Home Premium. I now cannot read old
..wps files created in MS works back in 1998.(old files .wdb format can be
read normally) I could read these files using Windows XP

Let's get some terminology straight. Vista is an operating system. It does
not include any version of Word or Works. There is no "Vista Word" and
certainly no "Vista Word 2003." Do you have Word 2003 installed under Vista?
Or perhaps you have Word 2007?

If you have any version of Word installed, did you, when you installed it,
do a Custom install, including all the conversion filters? If not, do a
"repair" install to add them.
