Vista: static works, DHCP does not work

wired and wireless both work fine when static IP-adresses are assigned, they
do not work when configured as DHCP-enabled on home and work network, where
XP DHCP-enabled computers work fine.
Tried :
DhcpConnForceBroadcastFlag=0/1
DhcpConnEnableBcastFlagToggle=0/1
in all combinations with reboots and reinstalls of both MS and vendor drivers.
still error message: "unable to contact your DHCP server. Request has timed
out."

NICs show that they send but receive no byte whatsoever

I'm pretty clueless and cannot use the idea of static adresses since I have
to travel to several sites frequently.

Any help/ideas?

Have you installed the latest firmware for the router or driver for the NIC?
If yes, you may try to remove the IPv6 completely. This how to may help.
Please post back with the result.
